The Qualification Assessment Centre (QAC) in the nanotechnology industry was created on the basis of Close Joint-Stock Company “Innovative and Production Technopark “Idea” with the support of the Fund for Infrastructure and Educational Programs of RUSNANO (FIEP).
The results of QAC activities from May 2017 to December 2020:
- 33 experts were trained and certified.
- 2 Examination centres were opened: in the Federal State Budgetary Educational Institution of Higher Education “Kazan National Research Technological University” (KNRTU, Kazan) and Autonomous Institution “Ugra High Technology Technopark” (Khanty-Mansiysk Autonomous Okrug).
- Evaluation tools were developed and tested for 12 professional qualifications in the field of nanostructured films, 12 professional qualifications in the field of nanostructured PVD coatings, 10 professional qualifications in the field of solar photoconverters, 8 professional qualifications in the development and production of nanostructured medicines, 3 “entrance” qualifications in the field of nanostructured films and PVD coatings, evaluation tools were tested for 13 professional qualifications in the field of polymer and composite materials.
- 48 professional exams were held, including the pilot assessment of qualifications.
Results of professional exams:
- 212 people took part;
- 149 people confirmed their professional qualifications;
- 63 people received conclusions with recommendations for successfully passing the professional exam.
Today, the system of professional standards is actively developing: many standards are being updated, new professional standards are being developed for new types of activities in various fields.
Since January 1, 2017, the Federal Law “On the Independent Assessment of Qualifications” No. 238-FZ has entered into force, under which specialists of organizations whose type of activity is subject to the requirement of the professional standard are required to pass a qualification assessment on the basis of a QAC.

Expansion of the field of activity
The main goal of the creation of the Qualification Assessment Centre in the nanoindustry is to provide enterprises in high-tech industries with qualified specialists, as a result, the ability of the nanoindustry sphere to compete with the economically developed countries of the world in the domestic and foreign markets.
Goal and tasks of the QAC:
- Conducting an independent assessment of the qualification according to the provisions of professional standards.
- Development of the personnel potential of nanoindustry enterprises, independent enterprises of related high-tech industries.
- Increasing the competitiveness in the labor market of applicants who have passed the independent qualification assessment.
- Providing a guarantee of the compliance of confirmed qualifications with the established requirements of professional standards.
In its activities, the Qualification Assessment Centre in the nanoindustry is guided by the legislation of the Russian Federation, regulatory legal acts of executive authorities, including orders and methodological documents of the Ministry of Labor and Social Protection of the Russian Federation, guidelines and methodological documents of the National Council for Professional Qualifications under the President of the Russian Federation (NCPQ), documents of the Council for Professional Qualifications in the nanoindustry (CPQ).
