The Faculty of Innovation and Technology Business of Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA PRF) implemented a program for improving the skills of managers and experts of the executive power and innovation infrastructure in Novosibirsk on request of the Government of the Novosibirsk region and the Association of Innovative Regions of Russia (AIRR).
General director of Innovational production Technopark ”Idea” Sergey Yushko is one of the developers and lecturers of this course. Within 16-hour lecture course, the audience was presented the analytical material on the subject: “Innovation Support Infrastructure as a Tool for Regional Development” and “Innovation and Regions: the experience of industrialized countries and Russian regions”.
The lecture course was based on the best world practice and experience in creating innovation system in Singapore, Finland, Germany, France an also reports of the leading foreign and Russian experts, which are delivered at conferences and forums organized by RANEPA PRF and Institute of Economic Policy named after Egor T. Gaidar.
Business Incubator LahtiSPB (Lahti, Finland), Science Park IDEON (Sweden), The Superiority Center of CERT in Abu Dabi (UAE), Sophia Antipolis Science Park (France), Frankfurt Hoechst Industrial Park (Germany) were practical case studies for the Russian Federation, implemented in the Republic of Tatarstan.
The keynote of the lecture course was that innovation policy is a competent only in the system of long-term state policy, which also includes education improvement, social development, pension reform, health care system reform, etc.
It requires the review of the most important Laws: corporate and tax laws, export and import activities regulation, technical regulation, intellectual property protection and management, change in the budget code.
As world practice shows, the state plays a crucial role in interaction between the participants of innovation and in formation of innovation social environment. A long-term state policy, which is consistently implemented, with due consideration of the experience gained and clearly-worded objectives and tasks will promote the efficient development of innovative regional economy.
In the case of the Republic of Tatarstan, the audience was demonstrated how to create the efficient innovation infrastructure with the support of the authorities, each element of which is designed to solve problems and perform certain functions at various stages of the innovation cycle – from research and development to production and introduction of new high-tech products into the market.
Infrastructure with sufficient potential meant for provision of proper operation and dynamic development of innovative processes is being formed in Tatarstan.
Over the past five years, a basic regional innovation infrastructure which includes industrial and production type special economic zone “Alabuga”, Technopolis “Himgrad”, 4 industrial parks, 9 technology parks, as well as a number of independent business incubators were created in the Republic. The State Non-commercial Organization “Investment and Venture Fund of the Republic of Tatarstan” takes one of the leading places among the Financial Institutes of Innovation Development.
Within the skills improvement program, the basic emphasis was made on cooperation of the Republic of Tatarstan with such Federal Development Institutes as JSC “RUSNANO”, Innovation Center “Skolkovo”, the Foundation for Assistance to Small Enterprises, “Association of Innovative Regions of Russia”, JSC “Russian Venture Company”, since they are the force unifying all positive initiatives of the regional development and they are considered as basic strategic partners.
At the end of the lecture course, the representatives of specialized ministers and agencies expressed their interest in further cooperation with experts of Technopark “Idea” on the issues of construction of the efficient innovation infrastructure in the Novosibirsk region.
It should be reminded that Technopark “Idea” is already engaged in a similar work with the Penza and Krasnoyarsk regions, that includes holding of problem meetings with participation of all members of innovation process in their region, assessment and selection of appropriate staff, development (improvement) of development strategy, arrangement of training for the selected at the first stage experts and scientists, including training abroad, conduction of performance indicators assessment in accordance with the standards of the European Business and Innovation Centers Network.
Such lecture course is also scheduled in May in Krasnoyarsk.
