On January 18-21, 2012, Gaidar Forum – 2012 “Russia and the World: 2012-2020” is being held at the Russian Presidential Academy of National Economy and Public Administration.
The key topic of the Forum is the discussion of the results of the expert group work on updating of the Strategy of Social and Economic Development of Russia till 2020.
The first plenary discussion of the Forum dedicated to the new model of growth was opened by Igor Shuvalov, First Deputy Prime Minister of the Government of the Russian Federation who read the greetings of Vladimir Putin, Prime Minister of the Government of the Russian Federation to the participants in the conference.
- The present conference is an unprecedented one as regards the number of participants and the range of issues discussed – noted Igor Shuvalov. – During the Forum, experts will consider materials with proposals as regards updating the Strategy 2020 and we shall hold a professional discussion on which results decisions of the newGovernment will be based when it starts its work in May 2012.
Elvira Nabiulllina, Minister for Economic Development of the Russian Federation, Herman Gref, President and Chairman of the Management Board of Sberbank of Russia, Philippe Le Houйrou, Vice President for Europe and Central Asia, World Bank Russia, Andrey Sharonov, Deputy Mayor of Moscow for Economic Policy and Rustam Minnikhanov, President of the Republic of Tatarstan delivered their report at the Forum.Moderator of discussion - rector of the Russian Presidential Academy of National Economy and Public Administration Vladimir Mau introduced Tatarstan President as the Head of a region pretending to be called “economic miracle”.
Rustam Minnikhanov told about practical deeds of Tatarstan leadership aimed at the region’s development.
According to RT President gross regional product of Republic made 1,25 trillion roubles in 2011. By 2016 it is expected to reach 2 trillion roubles.
The potential of small and medium-size business is being realized in Tatarstan by creating certain infrastructure. Thus, KIP “Master”, Technopolis “Himgrad”, Technopark “Idea” and IT-park are successfully functioning.
The second IT-park will soon be launched in Naberezhnye Chelny – it will primarily provide services to JSC “KAMAZ”.
Rustam Minnikhanov called creation of innovative satellite city “Innopolis” an ambitious task set before the Republic. The project of Kama industrial region will also be presented at the forum. In prospect this cluster can bring industrial production for the sum of 1 bln roubles per year.
A session of the Qualification Committee of the Association of Innovative Regions of Russia (AIRR) chaired by Midkhat Shagiakhmetov, Minister of Economy of the Republic of Tatarstan was held within the framework of Gaidar Forum “Russia and the World: 2012-2020”.
In December 2011, the Russian Federation Government approved the Innovation Development Strategy of Russia till 2020, under which the regions actively promoting the development of the innovative economic sector will be additionally financed from the federal budget resources. To identify these constituent entities on the basis of proposals and materials of AIRR member regions the Qualification Committee of the Association in cooperation with the Ministry of Economic Development of the Russian Federation worked out a list of criteria for evaluating innovative activity of regions.
To date the evaluation criteria and procedure for selection of the RF constituent entities which are actively promoting the development of the innovative economic sector are under discussion.
Also the forum involved the discussion of the key points of Russian economic growth in the next decade, the criteria for evaluation of the regional institution efficiency, issues related to financial instruments for innovation development, the prospects for the global macroeconomy and the European economy growth, as well as issues of attracting foreign investment to the regions under condition of Russia accession to the WTO.
