Familiarization of representatives of “Renova” Group of Companies and Innovative Centre “Skolkovo” with innovative potential of the Republic of Tatarstan was held at the end of 2010 year. Then the President Rustam N. Minnikhanov noted that cooperation of innovative structures of Tatarstan with Innovative Centre “Skolkovo” is of great interest for the Republic. According to his words, today, many Russian regions have accumulated experience in innovation development and implementation that can be adopted for further use in the establishment of “Skolkovo” centre.
Innovative Centre “Skolkovo” will be developed in 5 areas:
- biotechnology and biomedicine;
- energy and resource efficiency;
- IT-cluster;
- space technology;
- nuclear technology.
Thus, Innovative Centre “Skolkovo” will be a part of the Platform for creation of Innovative Russia. This platform’s foundation was created by eight regions of the Russian Federation, joined in the Association of Russian Innovative Regions at the end of 2010 year. It is included the Republic of Tatarstan, the Tomsk region, the Republic of Mordovia, Krasnoyarsk and Perm territories, Irkutsk, Kaluga and Novosibirsk regions.
The issue of the Association cooperation with Innovative Centre “Skolkovo” in terms of joint implementation of the country’s innovation policy and localization of advanced innovative projects in the “Skolkovo” was discussed at a meeting of the Association of Russian Innovative Regions in Moscow, held in January this year.
In the last, the Republic of Tatarstan has already made its first steps. In December, 2010, student of Kazan gymnasium No.7 Bulat Galiullin became the laureate of the Forum “Russia, forward!”, held in Skolkovo, where 16 projects only have been selected from more than 2.5 thousand projects.
Bulat has represented the work under the name of “Energy efficiency”. Under the terms of registration, only one participant could present a project in the competition, whereas the work has been performed by the whole team of 13 members. Students established scientific society more than 2 years ago and started taking their initial steps in the field of energy efficiency. Then, their work culminated in a narrow specialization as energy-efficient coatings, which can be used both by individuals and in the industry. The main objective of the project is application of the product under certain conditions, since for various conditions students elaborate a certain composition.
Certificate, which Kazan student brought back to his gymnasium, gives the right to carry on design research activity and develop the project further, not paying taxes. This means that the project qualified for name of “extra-mural” resident of Skolkovo.
The foundation of fruitful cooperation between the Republic of Tatarstan and Innovative Centre “Skolkovo” have been laid and there are another 15 promising innovative projects in turn – potential residents of Skolkovo. There are the following projects:
1. “Cord stem cells in the treatment of socially significant and hereditary diseases”.
2. «Production of high-efficiency granular cell catalysts for nitrogen oxide removal from off gas».
3. “Producing oil sulfur-containing chemicals (petroleum sulfoxides and sulfones)”.
4. “Producing composite material “POLYETHYLENEPLASTICS”, based on ultra high molecular polyethylene fiber reinforcement”.
5. “Development and production of pharmaceutical micron, submicron and nano-scaled ingredients using air-jet and supercritical technologies”.
6. “Pilot production of improved resistance machine tool, used in oil recovery, petrochemistry and mechanical engineering on the basis of nanotechnology”.
7. “Development of GMP pilot facility for scaling and producing immune-biological batches”.
8. “Development of viral hepatitis E vaccine”.
9. “Development of 4th generation viral hepatitis (therapeutic) vaccine”.
10.”Integrated corporate management system”.
11. “On-line tutoring”.
12. “Development of livestock rearing biologic”.
13. “Test system for assessment of hazard class of industrial wastes, substances, materials”.
14. “Development and adoption of technology of soil protection and biological purification from pollution by oil and oil products”.
15. “Biologics for crop production and food industry”.

It will be recalled that VI Kazan Venture Fair will be held in Kazan on April 22nd, 2011, within the framework of which the round-table of “Association of Russian Innovative Regions” will be organized. It will be attended by Ekaterina Dyachenko, the head of the cluster “Energy efficiency” of the Skolkovo Fund, who will specify the requirements to projects and possible methods of interactions with Skolkovo.
