Today a meeting of the Association of Russian innovative regions jointly with Ministry of Economic Development of Russian Federation was held in Technopark “Idea” on the strategy of innovative development of Russia until 2020 year.
The meeting was chaired by the Deputy Minister of Economic Development of RF Oleg Fomichev and Executive Director of the Association Ivan Bortnik. The working meeting was also attended by Deputy Director of Department of Strategic Management (Programs) and Budgeting of the Ministry of Economic Development of RF Grigoriy Senchenya, heads of agencies that oversee the implementation issues of innovative policy of Krasnoyarsk, Perm, Tomsk, Kaluga, Novosibirsk regions, Republic of Mordovia, and also representatives of the Academy of National Economy under the Government of RF, State Corporation “RUSNANO” and World Bank. The Republic of Tatarstan was presented by Minister of Economy of RT Midkhat Shagiakhmetov and general director of Technopark “Idea”.
We would remind you that the Association of innovative regions of Russia was established in May, 2010. It is included the Republic of Tatarstan and Mordovia, Tomsk, Krasnoyarsk, Perm, Irkutsk, Kaluga and Novosibirsk regions. In accordance with a Memorandum on the establishment of the Association joining forces and capacities of regions will enhance cooperation in the field of innovative development, ensure consistency of acts, implementation of joint projects and the strengthening of regional innovation capabilities.
At the meeting of the Association a draft of the Strategy of innovative development of the Russian Federation until 2020 “Innovative Russia – 2020” developed by the Ministry of Economic Development of RF was brought up for discussion. The Strategy was developed to respond to Russia faces challenges and threats in the sphere of innovative development at the expense of building a coherent system of objectives, priorities and instruments of state innovative policy. It sets long-term objectives of the subjects of innovation including public authorities at all levels, science and business sector, and also guidelines of financing sector of fundamental and applied sciences, to support of developments commercialization.
The document should be submitted to the Government of the Russian Federation in early March, 2011. At present the draft of the Strategy has been discussed in the five audiences. It was considered together with the Russian Union of Industrialists and Entrepreneurs, the Association of Independent Centers of Economic Analysis, the Foundation “Skolkovo” and others. One of these days will be a discussion with the general public in Moscow State Technical University named after Bauman, where will be presented the main scientific and technical forces of the leading technical universities, Moscow State University, the Academy of Sciences, with the involvement of students.
Deputy Minister of Economic Development of RF Oleg Fomichev noted exceptional urgency today's meeting, which outlined the vision of the regions themselves: “It is very important as a way of sharing information and how to convey to us - both at the regional level can and must build a regional policy, as the feds can contribute to the successful development of innovative regionseverything is spelled out in the strategy to develop innovations”.
Within the framework of the draft discussion representatives of regions made their comments and suggestions to improve innovative development of Russian regions. Representatives of regions believe that the innovative research in the regions continues to remain at the level of request; there is no interaction between business leaders and university rectors. “For innovation development must be involved not factories, but people”.
According to one of the representatives of regions the main limiting factor of innovative economy is lack of demand in innovation.
Deputy Chairman of the Government of Krasnoyarsk noted that foundation of innovative strategy is an innovative person.
One section of the Strategy is dedicated to supporting innovative development of regions. In this regard at the meeting members of the Association discussed the criteria and procedure for selection of subjects of the Russian Federation which are actively assist to development of innovative sector of economy to provide them with additional financial support.
