July 1, 2010 the Foundation of Assistance for Small Innovative Enterprises (FASIE) has announced a competition for goverment support to innovative centers, giving services to small innovative companies on establishment of international scientific and business technological partnerships (within the bounds of project “Gate2RuBIN”). 22 applications were submitted to participate in the competition, including application from Technopark “Idea”.
As a result of the meeting of the Competitive committee, which estimated and compared the applications, August 17, 2010 Technopark “Idea” was a winner on lot No.14 “Organization and examination of innovative projects of small enterprises in order to assess the potential for international technology transfer and scientific and technical cooperation and services to establish international scientific and business-technological partnerships”. It is enabled to attract a grant on support of small innovative companies in the amount of 1.5 million rubles.
This mean that Technopark “Idea” has become a regional centre-participant of the Russian Business Innovation Network which will provide the following services to small- and middle-size enterprises (SMEs).
Direction A
Services on informing and establishment of business cooperation with European partners and internationalization
Providing information about Russian and European legislation in the field of entrepreneurship, programs and policies of the EU and Russia in area of SMEs support, opportunities and requirements of EU markets;
Assistance in the search of potential business partners with taking into account of Russian and European companies needs;
Assistance in establishing the primary contacts between Russian and European SMEs and negotiation;
Distribution of data about interested Russian companies and their intentions to establish business relations with European partners through a special data base “Business cooperation” of European Business Innovation Network;
Other services (extra charge): investment, management, legal and other consulting services for enterprises of small- and middle-size business.
Direction B
Services of innovation, technology and knowledge transfer aimed at expansion of technological cooperation
Providing information support (including on existing programs and open contests to support the innovation development, knowledge and technology transfer);
Exposure and description of technological potential (proposals) and/or technological needs, oriented at search of European and/or Russian partners in the established format;
Provision of counter descriptions of technological needs and proposals (including European ones) and find relevant European/Russian partners;
Arrangement and assistance to organize the primary contacts between Russian and European partners, forwarding of information, clarification of issues;
Assistance to negotiation on conclusion of contract;
Other services of the centers, entering in their competence (on contract basis). These services may include: business-plans development, intellectual property protection, organization of participation in exhibitions, including foreign, etc.
Direction C
Services to assist companies in participating in EU Framework programs
Provide information support and advice on rules of participation in the 7th Framework Program (FP7);
Preparation of requests and the search of relevant European / Russian partners to participate in FP7 (including for search system CORDIS);
Description of client’s competence in the fixed format suitable for further work on this direction;
Involvement of SMEs in the programs of the FASIE, aimed at support of international cooperation (consultations and assistance in preparing applications);
Establishing contacts with the thematic Russian national contact points for FP7 and NCP to support the participation of small Russian companies in the FP7.
It is assumed that thank to financial support of the FASIE in 2010-2011 more than 1500 companies will receive free services toassess their potential for international cooperation, the search of technological partners in the EU, organization of joint innovation projects.
The state support from the FASIE to the regional network Gate2RuBIN in 2008-2009 allowed to render consulting services for more than 3000 small innovative companies, held more than 400 technological audits, carry out search of European partners for 148 SMEs. As a result, it was established more than 20 technological partnerships with participation of Russian and European organizations.
