State program “Creation of technoparks in the sphere of high technologies in the Russian Federation” extended until 2014 year.

Government commission under chairmanship of Vice-Premier Sergey Ivanov agreed to extend program for the development of Russian technoparks in the sphere of high technologies until 2014 year, implementation period which expires in this year. Ministry of Telecommunications and Mass Communications of the Russian Federationestimated that total production and services produced by residents of technoparks should be about 234 milliard rubles in four years. But this requires that the federal budget has allocated 13.6 milliard rubles.

March 2, 2010 Deputy Minister of Telecom and Mass Communication of RF Alexey Soldatov said that Ministry of Telecom and Mass Communication of RF approved possibility of extending of the program for technoparks development until 2014 year at the meeting of government commission of transport and communication under chairmanship of Vice-Premier Sergey Ivanov. He said that the government commission has agreed. Before the final completion of creation of technoparks have been established organizational and legal conditions for the residents, allowing bringing revenue. This was the main argument explained in the ministry.

According to the Ministry in the event of including of planned technoparks in the program by 2014 year total production and services produced by residents in the sphere of high technologies should be about 234 milliard rubles and number of jobs will exceed 37 thousand people. “Total requirements of the federal budget subsides is estimated at 13.6 milliard rubles until 2014 year”, - said Mr. Soldatov.

The program of technoparks creation was approved by the Government in 2006 year. It supposes that 9 technoparks must be built in Russia before the end of 2010 year. In the period from 2007 to 2010 years in its implementation was planned to allocate 10.3 milliard rubles but the actual expenditure amounted to 4.7 milliard rubles and the Ministry returned to the budget 743.1 million rubles.

The program of technoparks development should be completed in this year but objects will come out at rated capacity only in the years 2011-2014, so appropriate to extend the program. Besides that some regions expressed wishes to get involved in the program: Belgorod, Ivanovo, Kursk, Penza, Tambovregions, Krasnoyarsk and Seaside krai, Rebuplic of Bashkortostan.
