According to the decision of Council of State Duma of Federal Assembly of 
the Russian Federation from 2 of July, 2009 Committee of State Duma on youth affairs carried out the Parliamentary hearing “Technoparks and venture forums as infrastructure for realization of youth innovative business projects. There are normative and legal aspects”.
The possible forms of youth involvement in the innovative activity, perspectives of creation and functioning of small innovative enterprises on the basis of institutes of higher education, forms of financial support of young scientists and inventors, improvement of innovative infrastructure efficiency and others were discussed within the bounds of the hearing.
