Technopark “Idea” became the only technopark of Tatarstan that entered the top 10 of the VI National Rating of Technoparks of Russia among technoparks with the highest level of operational efficiency.
The rating is annually compiled by the Association of Clusters and Technoparks. In 2020, the rating included 41 technoparks and nanotechnology centers from 23 regions.
Experts assessed the best management practices and contribution to the development of the high-tech sector of the Russian economy. In total, 179 technoparks function in Russia in 55 regions, including 65 industrial parks, 50 of them are successfully operating in 2020, 15 are in the process of being created.
Based on the results of calculating the indicators of technoparks, the rating participants were divided into 4 groups: the highest, high, moderately high and sufficient level of the technopark functioning efficiency. Residents of all technoparks participating in the rating show high growth rates in key performance indicators: the growth rate of residents’ revenue in 2018-2019 was 14%, the costs of residents on R&D increased by more than 2 times, the growth rate of the number of residents’ employees was 9%.
As explained in the “Idea”, Tatarstan Technopark is annually among the best technoparks in Russia. For 15 years, more than 550 companies have been created in the “Idea” and services for 72 billion rubles have been produced. The activity of the Technopark is directly recognized at the international level: “Idea” entered the top 13 technoparks, which became the best according to the European Business and Innovation Centre Network (EBN).
“Due to the redistribution of income from commercial lease, preferential placement conditions are created for small innovative companies, and communication on one site allows beginner entrepreneurs to gain experience from large organizations, in particular, on issues of corporate culture and the specifics of interaction with partners. More than 100 world brands are customers of Idea’s resident companies. In particular, organizations operating on the territory of “Idea” are included in the TOP-3 global manufacturers of medical simulation equipment, provide engineering services for the largest oil and gas companies in the country, and develop state standards for enterprises of the petrochemical complex of the Russian Federation.
According to the rating initiators in 2020 the assessment of technoparks was carried out according to 20 indicators, divided into 5 groups (sub-indices): S1 – “Innovative activity of technopark residents”, S2 – “Economic activity of technopark residents”, S3 – “Efficiency of the technopark management company”, S4 – “ Investment attractiveness of the technopark” and S5 – “ Information openness of the technopark and contribution to sustainable development”. In the new version of the methodology, the formula for calculating the financial stability of the technopark management company was changed.
Also in 2020, the rating methodology has changed, and the composition of the expert council has also changed. It included: representatives of state authorities (the State Duma of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, the Ministry of Economic Development of the Russian Federation), as well as development institutions, experts and business community (the Industry Development Fund, the Fund for Infrastructure and Educational Programs of Rusnano, JSC “Corporation “SME”, the State Development Corporation “VEB.RF”, the Analytical Center under the Government of the Russian Federation, the Russian Union of Industrialists and Entrepreneurs, JSC “Russian Export Center”, Intel Corporation, etc.).
The Association of Clusters and Technoparks of Russia has been evaluating the effectiveness of technoparks since 2015. The pilot rating was prepared jointly with Intel Corporation as part of a strategic collaboration agreement in the field of innovation support. Every year more and more technoparks take part in the rating, and its methodology, based on the principles of transparency and objectivity, continues to be improved with the participation of the expert community.
