The Association of Clusters and Technoparks of Russia summed up the results of the V National Rating of Technoparks of Russia, which has combined 41 technology parks and a nanotechnology centers from 22 regions.
Tatarstan was represented in the rating by 3 technoparks at once. Kazan Technopark “Idea”, which took the 7th place, became the best, being in the TOP-10 of the rating. “Idea” became the only technopark of Tatarstan included in the group I (A+) “The highest level of efficiency of functioning of Technopark” in the rating of technoparks of Russia. Compared with the previous year, the Technopark was able to rise by one position. “Idea” demonstrated growth in the sub - index S2 – “Economic activity of Technopark residents”, rising from 9th to 4th place.
The Association of Clusters and Technoparks of Russia has been evaluating the effectiveness of technology parks since 2015. The pilot rating was prepared jointly with Intel Corporation within the framework of a strategic agreement on cooperation in the field of innovation support. Every year more and more technology parks take part in the rating, and its methodology, based on the principles of transparency and objectivity, continues to be improved with the participation of the expert community.
According to the initiators, this year the rating has undergone a number of changes. A key change in the methodology was the creation of a new sub-index S5 - “Information transparency and contribution to sustainable development”. Thus, in 2019 technoparks were evaluated according to 22 indicators divided into 5 groups (sub-indexes): S1 - “Innovative activity of technopark residents”, S2 - “Economic activity of technopark residents”, S3 - “Efficiency of technopark management company ”, S4 - “Investment attractiveness of technopark” and S5 - “Information transparency of technopark and contribution to sustainable development ”.
According to the results of calculating the performance of technoloparks, the rating participants were divided into 4 groups: the highest, high, moderately high and sufficient level of efficiency of the technology park. It is noteworthy that the residents of technoparks participating in the rating demonstrate high growth rates for key performance indicators: the growth rate of residents' revenue in 2017-2018 amounted to 30.5%, the growth rate of residents' expenses on R&D - 30.3%, the growth rate of the number of employees of residents - 8.5%.
