The meeting of the working group is designed to assess the potential for development of Qualification Assessment Centers for 2019, as well as their role in the formation of a new level of specialists in the labor market, certified in the QAC.
The agenda includes a discussion of problems and prospects of the qualification assessment system on the labor market in the nanotechnology industry, the inclusion of new qualifications in the assessment system.
Olga Kryukova, Deputy Chairman of the Council for Professional Qualifications (CPQ) in the nanotechnology industry, General Director of the NP “Interindustry Association of the Nanoindustry”, Moscow; Svetlana Kozlova, General Director of the Plastics Processing Plant named “Komsomolskaya Pravda”, St. Petersburg; Sergey Ionov, head of the project office of the NP “Interindustry Association of the Nanoindustry”, Moscow, etc. took part in the work of the Council for Professional Qualifications.
Oksana Lampsi, Head of the Qualifications Assessment Center in the nanotechnology industry of the CJSC “Innovative and Production Technopark “Idea”, told about the peculiarities of the formation of the national qualifications system in Tatarstan. The expert explained that now there are 11 centers for the assessment of qualifications, 9 councils for professional qualifications in Tatarstan. The republic is actively working on the introduction of professional standards, but there are a number of problems. One of the main ones is the weak information support of the National Qualifications System at the stage of the formation of the NQS in the regions and the low interest of enterprises in the implementation of professional standard in personnel policy.
In particular, Oksana Lampsi presented the activities of the first QAC in the nanotechnology industry in Tatarstan. In her opinion, the QAC is a kind of catalyst that contributes to the successful interaction between an employee and an employer.
To date, the Center conducts examinations that allow to establish the compliance of the qualification level of nanoindustry specialists with the requirements of professional standards. As a result of examinations, applicants are issued with certificates of qualification, and data on the results of the assessment are entered into the Federal Register.
77 specialists have already passed a similar expertise on 29 nanoindustry qualifications, of which 38 have received relevant certificates. Competences of employees of enterprises and students were evaluated by leading experts in the field of nanoindustry.
The implementation of the program “Entrance to the profession” has begun. The program is conducted for graduates of the Kazan Technological College and the Faculty of Secondary Professional Education of the Kazan National Research Technological University.
“The system of independent assessment of qualifications reduces the period of adaptation of new employees, simplifies personnel certification and reduces the costs of its implementation”, - explained Oksana Lampsi.
