The Qualification Assessment Center will be opened as part of the execution of the instruction of the President of the Republic of Tatarstan and the activities of the Nanotechnology Cluster of the Republic of Tatarstan with the assistance of the Foundation for Infrastructure and Education Programs of RUSNANO (FIPE), the Council for Professional Qualifications in the nanotechnology industry (CPQ) and the Non-Commercial Partnership “Interindustry Association of Nanoindustry” (NP “IAN”). In total there are three such centers in Russia. Kazan Center will be the fourth.
It is planned that the event will be attended by Deputy Chairman of the Executive Board of LLC “Management Company “RUSNANO”, General Director of the Foundation for Infrastructure and Educational Programs Andrey Svinarenko; General Director of the Non-Commercial Partnership “Interindustry Association of Nanoindustry” Olga Kryukova; Genera Director of the National Agency for the Development of Qualifications Alexander Leibovich; Adviser to the President of the Republic of Tatarstan, Chairman of the Board of Directors of CJSC “IPT “Idea” Ravil Muratov; Minister of Industry and Trade of the Republic of Tatarstan Albert Karimov; Minister of Labor, Employment and Social Protection of the Republic of Tatarstan Elmira Zaripova, members of the Board of Directors of CJSC “IPT “Idea”.
On January 1, 2017 FZ-238 “On Independent Qualification Assessment” came into force, regulating the procedure for assessing qualifications in the nanoindustry.
On the basis of the Center, it is planned to conduct professional examinations, which make it possible to establish the correspondence of the skill level of specialists in the field of nanoindustry to the requirements of professional standards.
Based on the results of the professional exam, applicants will be issued with Qualification Certificates, and data on the results of the independent qualification assessment will be included in the Federal Register of Information on the conduct of an independent qualification assessment.
High requirements for the qualification of specialists in the nanotechnology profile due to the rapid change of technologies actualize the need to develop new approaches to the evaluation of qualifications. The competences of employees received within the framework of continuous education, including in production, require confirmation, which would be universally recognized.

Currently, an independent assessment of qualifications is actively developing at the federal level.
The coordinator of the independent qualification assessment system is the National Council under the President of the Russian Federation for Professional Qualifications, whose powers are defined by Presidential Decree No. 249 of April 16, 2014.
The National Qualifications Development Agency provides organizational, methodological, expert-analytical support for the development of the national qualifications system in the Russian Federation.
The Council for Professional Qualifications in the nanoindustry, created on the basis of the Non-Commercial Partnership “Interindustry Association of Nanoindustry”, is given the authority to conduct the independent assessment of the qualifications of specialists in the nanotechnology profile and the assignment of professional qualifications.
Technopark “Idea”, a member of the NP “IAN”, has been selected to perform the functions of the Center for Qualification Assessment and the conduct of professional examinations in the nanoindustry in the Republic of Tatarstan.
